マイナ保険証：会話編
ニュースでカジュアル英会話！
このブログ記事では、話題性の高いニュースTopicに関する会話テキストを元に、アメリカ英語の自然な口語を学びます。
堅い文体の英文記事とは一味違う「くだけた言い回し」や声のトーン・抑揚・感情表現に慣れていきましょう。
Step1:全体リスニング
友人どうしが時事問題について話し合っています。会話を聞き、内容に関する質問に答えてください。
以下の記述が会話の内容と合っていたらTrueを、合っていなければFalseを選びましょう。
A) The man believes that the plan to integrate My Number cards with health insurance cards will make things less efficient.
B) The woman is convinced that having one card for everything would be beneficial.
解答を確認
A) False : 男性は、マイナンバーカードと健康保険証を統合する計画が、事を非効率にすると考えている。▶「効率的だ」と考えている。
B) False : 女性は、すべての用途で1枚のカードを持つことが有益であると確信している。▶「まず既存の問題を解決すべき」と考えている。
Step2:重要単語と語句
この会話に出てきた重要単語の発音と意味を確認しましょう。
streamline（動）効率化する
skeptical（形）懐疑的な
optimistic（形）楽観的な
convince（動）納得させる
Step3: パートごとのパラフレーズ
次に、各パートのセリフを「自分の使いこなせる単語と文法」でざっくりと言い換えてみましょう。
元の英文の単語や構文を変更しながら、同じ意味の文を作成することを「パラフレーズ」といいます。
なお、「言い換え例」の各英文は一例を示したものなので、丸暗記しても意味がありません。あくまで「自分なりの表現で言い換える」ときの発想の参考にしてください。
Man: Have you heard about the plan to integrate the My Number cards with health insurance cards in Japan? I think it’s a good move for efficiency.
男性：日本でマイナンバーカードと健康保険証を統合する計画を聞いた？効率のためにはいい動きだと思うんだ。
言い換え例
Ex1) Did you know that Japan is planning to merge My Number cards and health insurance cards? I think it’s a smart step for making things more efficient.
（日本がマイナンバーカードと健康保険証を一つにまとめる計画だって知ってる？それは物事を効率的にする賢い一歩だと思うよ。）
Ex2) Have you heard? Japan wants to combine My Number and health cards. I think it’s good for being quick.
（聞いた？日本はマイナンバーと健康カードをまとめたいんだ。それは効率的でいいと思うよ。）
Ex3) Did you know Japan is trying to make one card for My Number and health? I think it’s faster.
（日本がマイナンバーと健康のために一枚のカードを作ろうとしてるって知ってる？効率的だと思うよ。）
Woman: Efficiency? There have been over 7,000 cases where people’s health insurance data got messed up. People are already concerned!
女性：効率？既に7,000件以上も国民の健康保険データが誤って登録されてるわ。みんな心配なのよ。
言い換え例
Ex1) Are you serious? Over 7,000 instances of health insurance data errors have already occurred. The public is concerned, you know.
（マジで言ってんの？既に7,000件以上も健康保険データのミスが起きてるわ。国民は心配しているのよ。）
Ex2) Excuse me? More than 7,000 times, people’s health data was wrong. Many people are worried.
（なんですって？7,000回以上も国民の健康データが間違ってたのよ。たくさんの人が心配してるわ。）
Ex3) Come again? Many health insurance mistakes already happened. People are scared.
（ちょっと待ってよ。もうたくさんの健康保険のミスが起きてるのよ。みんな怖がってるわ。）
Man: True, but they’re planning to complete a comprehensive inspection by this autumn. Things could get more streamlined.
男性：確かに、でもこの秋までに包括的な調査を完了する予定だってさ。もっとスムーズになるかもしれないよ。
言い換え例
Ex1) Indeed, but they aim to finish a full check by fall. This could make the system more efficient.
（確かに、でも秋までに全面的なチェックを終えるつもりだよ。これでシステムがもっと効率的になるかも。）
Ex2) Right, but they plan to look at everything by autumn. It might work better.
（言えてる、でも秋までにすべてチェックする予定だよ。それでうまくいくかも。）
Ex3) Yeah, but they will check all soon. Maybe it gets better.
（うん、でもそのうち全部チェックするよ。もしかしたら、よくなるかも。）
Woman: An inspection isn’t a guarantee. With mistakes already happening, I’m afraid this will make people more skeptical.
女性：調査が保証にはならないわ。既にミスが起きている以上、これ（＝この計画）がさらに国民の信用を落とすんじゃないかと心配なの。
▶ this：「the plan to integrate the My Number cards with health insurance card（マイナンバーカードと健康保険証を統合する計画）」を指しています。
言い換え例
Ex1) Checking the system isn’t a sure thing. With existing errors, I’m concerned it will make people doubt more.
（システムをチェックしても確実じゃないでしょ。すでにエラーが発生している以上、国民の疑いがさらに深まる気がして心配なの。）
Ex2) Just looking at the system won’t make it perfect. I worry because there are already problems.
（システムを見るだけじゃ完璧にはならないわ。既に問題が起きてるから心配なのよ。）
Ex3) An inspection doesn’t mean no more mistakes. People may trust it less because of past errors.
（検査してもミスはなくならないでしょ。過去のエラーのせいで、国民はもっと信用しなくなるかも。）
Man: I get your point, but having one card for everything would make life so much easier, don’t you think?
男性：君の言ってることもわかるけど、一枚のカードで事足りれば、生活がずっと楽になると思わないか？
言い換え例
Ex1) I understand your concerns, but wouldn’t a single card for everything simplify our lives?
（君の心配もわかるけど、一枚のカードでOKなら生活はもっと簡単になるよね？）
Ex2) I hear you, but one card for all would make things easier, right?
（わかるよ。でも、一枚のカードですべてカバーできたら楽になるよね？）
Ex3) You have a point, but life would be easier with just one card, don’t you agree?
（一理あるけど、一枚のカードなら生活が楽になると思わない？）
Woman: You’re so optimistic, right? But I’m not convinced. We should fix the existing issues first.
女性：本当に楽天的ね！でも納得できないわ。まず既存の問題を解決しないと。
言い換え例
Ex1) You’re quite hopeful, aren’t you? But I’m not sold. We should address the current problems before moving forward.
（かなり楽観的ね。けど私は納得してないわ。前進する前に既存の問題を解決しないと。
Ex2) You’re really positive, huh? But I’m not sure. We need to fix what’s wrong now first.
（本当に前向きね！でも、それはどうかしら。まずは今の問題を解決すべきよ。）
Ex3) You see the good side, don’t you? But I don’t think it works. Fix old problems first.
（いい面に目を向けてるのね。でも、うまくいくとは思えない。まずは古い問題を解決すべきよ。）
